Negotiations on a new Anti-Counterfeiting Trade Agreement (ACTA) were launched in 2007.
International negotiations are still ongoing. There is, at this stage, no agreed text.
The goal of the ACTA negotiations is to provide an international framework that improves the enforcement of intellectual property right (IPR) laws.
However, like with the SWIFT agreement national parliaments and the European Parliament remain uninvolved.
There are leaked documents that let some experts believe that ACTA is about tackling large scale, criminal activity.
Critics argue that the agreement might limit civil liberties and harass consumers. The aim of the hearing is to give all parties involved the chance to discuss the current status of the negotiations.
